The Odoki Commission informed Ugandans in 1994 that 65% of Ugandans expressed
their desire for a federal form of government. Taking the submissions to
the Ssempebwa Commission and considering the 2002 population census, it
is 81 percent of Ugandans who aspire for federal system.
In the September of 2000,
Hon Ken Lukyamuzi on CBS named districts which wanted to be organised in
federo states and what federo states these should be. Among others Hon.
Ken Lukyamuzi mentioned: During the debates to the regional tier bill in May of 2005 where districts in Buganda were deemed to have agreed to the arrangement, other regions such as Bunyoro, Teso showed interest and wanted to be automatically deemed like Buganda.
