Excerpt from Report submitted to the Government of Uganda!

We appreciate the decentralized system of Governance in Uganda today. Whereas this system has taken service delivery nearer to the people, it has not played a big role in socio-economic development, good governance and military conflict resolution and, it has devolved corruption to the grassroots. We believe a federal system with strong federal structures is a panacea to resolving most of the problems in Uganda. It would be the responsibility of the Central Government as well as the Federal Government to take care of security of the Nation, amongst others.

Besides the above, the need for introduction of a regional governance structure as an important intermediary to spear head important capital development arrangements for capital accumulation is overdue. This arrangement would be an important precursor, for total stability.

The West Nile federal state should cover Nebbi, Arua, Yumbe, Moyo and Adjumani. That’s when it becomes viable in as far as socio-economic development is concerned.

West Nile should be a democratic federal state with elective federal government, local governments and Parliament. There should be one chamber considering the population and economic resources.

West Nile should recruit a State Police in addition to a national one, which should have to be in place also.
