Toro will not join Buganda on federo

By Patrick Munyani and Richard Kirembeka

TORO kingdom will not join Buganda Kingdom and other regions to agitate for a federo system of governance.
Toro's minister for resource mobilisation, Patrick Nyaika, said the decision was made recently at a meeting by the Orukurato (Parliament) after realising that most Batooro do not understand the meaning of federo.

"Some people may need federo, but our answer on the issue is no. Federo to most people is not clear even among the Baganda; therefore, as Batooro we can't support something the natives will find a problem to follow," he said.

Nyaika said this on Sunday at a meeting for the Batooro community living in Jinja, Kampala, Entebbe, Mukono, Masaka and Mityana at Buganda Road Primary School in Kampala.

He advised that Batooro who want federo should consult the Orukurato to get the kingdom's stand.

Nyaika said King Oyo Nyimba (above left), would hold more consultative meetings with the Batooro to discuss the issue of federo.

"Let's have time in future to discuss issues concerning federo because our current stand is to work for the better of the kingdom and to strengthen unity among our people," Nyaika said.

Tooro calls for federo

By Josephine Maseruka

THE Tooro kingdom has joined the Mengo government to advocate for a federal system of government in the country.

Tooro, like Buganda kingdom, wants the immunities and privileges of traditional leaders and the excesses of the Land Act 1998 to be redressed by the Constitutional Review Commission (CRC).

The new Omuhikirwa of Tooro, Charles Bwango, on Tuesday conveyed his kingdom’s support to Mengo when he visited Katikkiro Joseph Ssemwogerere at his Bulange office.

Bwango was accompanied by the Tooro Minister for Public Relations, Philip Rabwoni Winyi.

Others present were Mengo officials, Mubiru Tucker Lwanga, Joseph Kisuule and J.B. Bugembe.

“Tooro kingdom strongly supports the quest for a federal system of governance, the review of the Land Act and privileges of traditional leaders. These are some of the contentious issues we want to include in our memorandum to the CRC,” Bwango said.

Ssemwogerere and Bwango discussed steps taken to present their kingdom’s referenda to the CRC and promised to co-ordinate future moves on common issues cherished by both kingdoms.

Bwango conveyed greetings from the Omukama Oyo Nyimba Kabamba Iguru IV to the Kabaka.
