Busoga wants republican federo

JINJA - Busoga Kingdom Premier, Mr. Martin Mukasa Musumba, has said his kingdom wants a republican federal structure. He said a federo Busoga will not set up new administrative structures.

"We want a republican federo structure as opposed to the monarchical one. Federo Busoga will not set up new administrative structures," the Premier said on Friday, in an interview with The Monitor.

He said the kingdom's position is that the decentralisation should stay along with the elected people's representatives like the Local Councils.

"Our position is that decentralisation and the elected people's representatives like the LCs should stay," he said. He however said the kingdom's view is that the Kyabazinga should have residual powers over errant districts, and such districts be reprimanded on the recommendation of the Kyabazinga if they fail to adhere to his advice.

Mr. Musumba said the kingdom's view is that collection of taxes be left in the hands of the central and local governments, but that the kingdom should be able to raise funds for specific development projects such as roads and also in cases of calamities.

He said the Busoga Charter would have been good for development, but the government failed to put in place laws to support it.

"The government hasn't enacted laws to operationalise the charter. There are no laws to compel the central government and the local governments to contribute money to the charter's operations," he said.
