WE DO REGOGNISE:

That the current governance of Buganda is lacking in Justice.

That a governance without Justice breeds poverty, violence and maladministration.  We have observed these problems in Uganda since 1966 and continue to do so.

We accept that it is our duty to reform the governance of our nation.

WE DO THUS RESOLVE:

That we have abandoned cowardice, laziness and self effacement in our quest for Justice.  No officer of the Kingdom of Buganda may beg for Justice as a favour from anybody.

That it is the urgent duty of all leaders of Buganda to enter into direct negotiations with the other peoples of Uganda on the terms of union and governance that are acceptable to all, and to draft their agreement into a new Basic Law of the Land based on Justice for all.

That the proper terms of such negotiation are:

o       Uganda is and remains an entity created and owned by the ancient African Nations who came together in 1961 and agrees on the Independence constitution.

o       These ancient nations created the central government to administer their common purpose, not to be an overlord.

o       That the assets ad duties of the Central Government are granted to it by the assent of the ancient African nations that formed it.  The central government has no proper title to such assets and has o right to apportion them at its pleasure.

o       The right of the Baganda to administer Buganda internally is not negotiable and may not be negotiated.

We urge all Baganda to debate these matters in their villages, in their clans and in their councils.

We request our leaders to report these sentiments of the people to His Majesty the King.

Tukikakasizza nti Buganda efugibwa mu ngeri etaliimu bwenkanya.

Tukikakasizza nti enfuga etalimu bwenkanya ereeta obwavu, obutabanguko n’effugabbi mu ggwanga.  Emitawaana gino tugirabye era tukyagiraba mu ggwanga lyaffe ne mu Yuganda yonna mu myaka gino okuva mu 1966.

Tusizza kimu nti enfuga erina okukyuka, era tukkirizza omulimu guno.  Tussizza kimu okuleeta enkyukakyuka eno bwe tuti:

Tweyambudde obutiitiizi, obugayaavu n’obusabiriza  nga tulwanirira obwenkanya.  Tekigwanidde mukulemeze wa Buganda yenna okusabiriza.

Kigwanidde abakulembeze ba Buganda e Buganda n’ebweru batandike enteesaganya n’Abantu ba Yuganda abalala ku bwegassi  n’enfuga gye baagala, era babage nabo Ssemateeka omupya ow’bwenkanya.

Kigwanidde enteesaganya ebeere ku musingi guno;

o       Yuganda nsi ya bantu baamu, abaasibuka mu mawanga ga Afrika ag’edda mu 1961 ne bakkiriza ku nfuga egatta Yuganda.

o       Abantu twagunjawo gavumenti ya wakati etulamule, sso ssi etuduumire.

o       Abantu twassaawo Gavumenti eya wakati ebeere n’emirimu era n’ebintu bye tugisalira, sso ssi yo Gavumenti okweddiza obuyinza n’ebintu byonna ffe etubegereko.

Tekigwanidde kuteeesa ku buyinza bwa Baganda okufuga Buganda ku nsonga zonna ez’omunda n’ettaka.  Eyo nsikirano yaffe tetugita.  N’ebya bannaffe ab’amawanga amalala tetubiyaayanira.

Tukubiriza Abaganda mu byalo byabwe, mu bika ne mu nkiiko bateese ku nsonga zino.
